The Stainless Steel ball has a particular diameter hole or port, through the middle so that flow will start when the port is in straight line with both ends of the valve. The hole is made perpendicular to the ends of the valve to block the flow. This is common or universal practice that the handle or lever is set in line with the port position letting site engineers to see the valve's position.
