Pre-shipment Inspection Certificate for Waste and Scrap: The pre-shipment inspection for Metal (Ferrous and Non-Ferrous), Plastic and Paper Scrap imported to India in accordance with the “Hand Book of Procedure Vol-1” and subsequent amended Public Notices / Notifications and Circulars issued by the Directorate General of Foreign Trade (DGFT) of India is compulsory.
Scrap is permitted only on the condition that it does not contain harmful toxic, radioactive, weapons, ammunition, shells, cartridges and other types of explosives, and pre-shipment inspection and certification (PSIC: Pre-shipment Inspection Certificate) is required.

Metal wastes and scraps listed above are subject to import / customs clearance only under the following conditions:
When importing goods, the importer should submit the pre-shipment inspection certificate issued by the inspection and certification body.
Imported goods should comply with metal waste / scrap classification codes and specifications recognized internationally.
The import of scrap can only be done through the designated port in India below, without exception of special zone such as EOU and SEZ.

An unpacked, compressed or loose type of metal scrap for which the stipulated pre-shipment inspection is not performed is subject to severe criminal penalties for the breach of FTP regulations and subject to be inspected for 100% at the time of customs clearance.

Caution : The waste paper and waste plastics are also subject to inspection.
Inspection Application
The exporter must fill in the Request for Inspection (RFI) with the date and time of the inspection, and apply to CERINS with the following documents.
Copies of L/C and/or Proforma Invoice (or Sales Contract);
Packing List (Estimated packing list before inspection – After inspection, finalized packing list can be submitted to CERINS).
Field Inspection
Quality (refer to ISRI standard); http://www.isri.org/;
Radioactive contamination check;
Checking explosive materials;
Verification of calibration certificate of weight measuring equipment/system;
Weighing inspection under the presence of CERINS inspectors;
Container loading supervision.
Issuing Certificate
Upon the completion of physical inspection and the shipment of the goods, please submit the final copies of the below listed shipment documents. CERINS issues inspection certificate after final documentation review.
Commercial Invoice;
Packing List;
B/L (Bill of Lading).
