The International Organization for Standardization (ISO) is the global leading developer of voluntary international standards. ISO creates documents that provide requirements, specifications, guidelines or characteristics that can be used consistently to ensure that materials, products, processes and services are fit for their purpose. There are standards for a great variety of products, processes and services and ISO 17712 is a standard for security seals.
ISO 17712 FOR SECURITY SEALS
This ISO standard documents uniform procedures for the classification, acceptance and withdrawal of mechanical freight container seals. ISO 17712 defines 3 types of classes of security seal strength: “I” for indicative, “S” for security and “H” for high security, where H has the highest strength, also known as barrier capacity.
Security seals has to be tested by an independent third-party laboratory to validate the security seal’s classification. The test laboratory must be accredited according to ISO 17025 for testing specific to ISO 17712.
The ISO 17712 standard requires independent testing against three main categories:
Security seals must be tested to determine its physical strength.
Seals must be designed and constructed with tamper indicative features that generate tell-tale evidence of tampering.
Manufacturer’s security-related business processes must be audited.

CTPAT APPROVED SECURITY SEALS
Customs Trade Partnership Against Terrorism (CTPAT) is but one layer in U.S. Customs and Border Protection’s (CBP) multi-layered cargo enforcement strategy. Through this program, CBP works with the trade community to strengthen international supply chains and improve United States border security. CTPAT is a voluntary public-private sector partnership program which recognizes that CBP can provide the highest level of cargo security only through close cooperation with the principle stakeholders of the international supply chain such as importers, carriers, consolidators, licensed customs brokers, and manufacturers.
In order to verify that a High Security Seal is certified as ISO 17712:2013, contact your security seal supplier and ask them to submit the ISO certificates mentioned:
The manufacturer of the seal has to be ISO 9001 certified.
The manufacturer of the seal has to be ISO 17712:2013 Annex A (Best Practices) certified.
The mechanical strength of the seal has to meet or exceed the requirements of ISO 17712 Clause 5 High Security Seal category. This is documented by a ISO 17712:2013 “H” laboratory report / certificate for the seal.
