Cloth is stuck on paper to increase its bursting strength and tear resistance. Thereafter, envelopes are made from this cloth-lined paper. These envelopes are tamper-proof as it is impossible to open a sealed envelope from any side without cutting or leaving traces of tampering, making this the most secure form of packing of security material. These envelopes are used widely by educational boards, universities, insurance companies, banks, publishers for mailing their publications, state and central governments, and a number of public and private companies.
